Vehical registration emergency!?

Hey guys heres the deal. My friend purxhased a car in cash with hiss name on the bill of sale but the car was registered to his mom so she was paying rhe car insureance. She recently passed away without leaving the car to him in the will and she didnt sign it over to him. Unfortunatley my friend misplaced the original copy of the titel.
